Hell, now that I think about it, the whole story is one big infodump. Hit me if I ever decide to write another AU. It's waaaay too much work.
In Rupert's (and Faith's) defense, though: Neither one of them have any support network at all. I'm not talking professional, I'm talking personal. Rupert was pretty much stuck reaching out to existing Watchers because (and this is an important point), he knew before the Hellmouth blew about the demon exodus and all that energy going to other Hellmouths. Faith was stuck on her own and whatever new Slayers survived until the new Council got its act together.
Neither one of them had the Scooby gang acting as a cushion. And in Rupert's case, he had to make hard decisions right out of the box, rather than getting a slight respite because he was ignorant of the chain reaction that got set off.
In a lot of ways, I feel very sorry for both of them, because they were dealt a really bad hands, and are harder people as a result.
And let's not forget: guilt. Xander's pretty much getting shot at because Rupert feels guilty and he needed to blame someone. Seeing that it could be different can't be any easier on him than on it is on Xander or AlternaFaith.
