In the case of this story, Andrew states right out that he's not sure whether he believes it because his source (Tucker) is not to be trusted. In his own way, Andrew is basically honest. If he thinks it's true, he'll try to sell it (although whether it's real or how much of it is real is open for debate). If he's pretty sure it's not true, he throws out the disclaimer.
As for Andrew's story, I combined the Urban Legend from Snopes, 'Nightmares,' and the "fire scene" at the end of 'Some Assembly Required.' Once you mix those up, you have a story that sounds vaguely familiar but really isn't.
