DS9 is so superior to any other trek that it's in a whole other galaxy. This is the show that succesfully turned the aliens into people! Let's face it, the aliens on every other trek, weren't alien at all. They were Federation officers or the enemy (sort of). The cultural depth in DS9 is amazing. And yes Garak is a great example of that.
