I think this came up as a question in round one of strikthrough. The answer is that the ones being marked private aren't to avoid transparency, but because they are not to be answered by the volunteers. They are routed to staff who have the authority to answer them. (Though I do wonder why they still have points attached to them if they are no longer for the volunteers who are "paid" in points.)
