Not just his home life. He's bullied mercilessly (if not physically on-screen) by Cordelia, and specifically describes the mean kids in The Pack as, well, mean kids - I'm comfortable saying there was some bullying there.
Kids who are bullied are very likely to do the same thing to others. Why Xander doesn't is, IMHO, partly because of Buffy, partly because of Willow, and partly unexplained. That's a long character study in and of itself - and I think there's enough room in interpreting the Xander-Tony relationship for a range of perspectives.
