Sounds like you got spyware/greyware. Some anti-virus programs won't touch some of that stuff.

Go to http://housecall.trendmicro.com and run the full security scan.

If that doesn't work go to:
http://www.microsoft.com/athome/security/spyware/software/default.mspx

It's in beta, but works pretty well.

If that doesn't work...

If you are running XP, you might want to run msconfig and see what services are running and what programs are in startup and disable what doesn't belong.

And most importantly: Are you up to date on your security updates?
