If you have another computer or know someone who would be willing to install your hard drive as a second hard drive on their computer then you can back up your stuff and format the drive. Because it gets installed as a second drive, the operating system is never called and it just acts as data storage. It's the easiest way I know of to back up stuff when your operating system isn't operating.
